An organization, based in Toronto, that is meant to investigate possible biological, chemical and nanotechnological incidents anywhere in North America, and to coordinate the response to the incidents with local labs and governments. Works closely with the CDC and labs across North America.
In September, 2008, they were fully briefed about the Change, before then, only a very select few knew about it.

Notes: Details to be determined. However, it's safe to assume that the policies are broadly similar to our own world, but more competently executed. I will try and avoid too much controversy here, but I think a female Republican President is one of the Major Differences due to the butterfly effect caused by the Change.
