You raise a good point, but forget that the system isn't the Canadian or US system anymore. But yes, it is really, really big and would be difficult to manage without a system designed to actually drive it. I'll ask you to ignore that such a system cannot, in reality, be created as easily or as fast as it was done in PAW. The NAR and the different political spaces that exist were done as part of an effort to force writers to face the fact that PAW is *not* the world they know.
