This template is intended to be placed on the talk page of a story that needs categorization but that is protected in such a way that you can't add the category yourself. It puts the talk page into [[:Category:Requests for categorization]], summoning administrators to come in and check it out. You can use an optional parameter to include specific suggestions when using this template, for example one could use

</pre>

to suggest that the story would fit under the horses category of TFs by type and the Blind Pig category of story settings.
